Snaps. They stay put when a wiggly baby tugs, don't catch little hairs the way velcro can, and hold up wash after wash without wearing out.

Will it shrink after washing?

A little settling is normal with cotton, and the flannel pieces are the cozier for it. Wash cold and dry low and you'll keep the size and shape close to what you started with.
